Dear Colonel:

Yesterday you handed me a copy of your report to the Governor and I wish to compliment you on rendering a report so brief and comprehensive that a busy man can well afford to read it. If all the State departments would write reports of this kind no doubt the general public would be better informed on what is going on in the state.

It is also encouraging to know that your report shows real progress and improvement in the handling of problems confronting the department.
