Dear Mr. Apperson:
I have your letter of September 30th with enclosures, which I have read attentively. The correspondence is very interesting. Probably your next letter will say that the decisions seem to make the law very clear to a layman and you cannot quite see why an able Attorney General cannot bring a man like Meggs, or a wealthy corporation like the Santa Clara Lumber Company, to time before they have worked their own sweet will for so many years upon the valuable lands of this State.
