I wish, as a lawyer, that I could agree with you in your very interesting suggestion, but I fear that the underscored language of the Act means that the Legislature has the power to require other State Departments, Commissions, etc. to expend the monies in lieu of the Park Commission.
I guess Al would have found the joker is one really existed.
