The lot you refer to is to be acquired by eminent domain. In fact I think all of the remaining land is to be acquired in this way, that is, by entry and appropriation as the state officials see no way of acquiring them otherwise. Mr. Bixby refused even to give a courteous hearing on the subject and when I looked into the matter it was apparent nothing can be done with Mrs. Loines or her lawyers as the conditions they insist on are ridiculous. I agree with you that the property should be acquired but I think there is a limit to the amount of time that can be spent in negotiating with people who are unwilling to cooperate in any way.

…nothing can be done for people who refuse to negotiate at all!
