My dear Apperson:
I have a letter from Mr. Vreeland and have also spoken with him on the telephone answering his questions with respect to Section 7, Article VII as amended by the Hewitt Amendment when read in connection with Section 63 of the Conservation Law. He seems to feel very strongly that the Hewitt amendment produces confusion in terms of wild forest lands and of course he is right as a matter of logic and artistry of form.
